CAERC organized an international seminar on the application of artificial intelligence in healthcare between Azerbaijan and China

The Center for Analysis of Economic Reforms and Communication (CAERC), in partnership with the China Center for the Development of Small and Medium-Sized Enterprises and Beijing Blue Satellite Communication Technology Co., Ltd., organized an online seminar on the topic “Digital Transformation in Healthcare through Artificial Intelligence Solutions: Azerbaijan–China Experience Exchange.”

The objective of the seminar was to explore China’s experience in integrating artificial intelligence (AI) technologies into the healthcare system, discuss their potential application in Azerbaijan’s healthcare sector, and establish a platform for cooperation between the two countries in this field.

The event brought together representatives from nearly 30 government institutions, including the Ministry of Health of the Republic of Azerbaijan, the Ministry of Digital Development and Transport, the Ministry of Economy, the Ministry of Science and Education, the Ministry of Labor and Social Protection of Population, the Ministry of Finance, the State Service of Special Communication and Information Security, the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, the State Agency on Mandatory Health Insurance, the Management Union of Medical Territorial Units (TƏBİB) as well as leading academic and educational institutions of Azerbaijan.

In his opening speech, Professor Vusal Gasimli, Executive Director of the CAERC, emphasized that the Joint Declaration on the Establishment of a Comprehensive Strategic Partnership between Azerbaijan and China signed earlier this year highlights the importance of supporting the digital economy and the digital transformation of industry. He further noted that the Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028 and the Socio-Economic Development Strategy for 2027–2030, currently under preparation, envisage the formation of an AI ecosystem, the strengthening of human capital, and the integration of AI technologies into social, economic, and governance processes. The CAERC, by expanding joint project implementation in these directions, actively supports cooperation and knowledge exchange between Azerbaijan and China in artificial intelligence, smart healthcare, telemedicine, and green technologies. He underlined that this meeting would contribute to establishing new partnerships, launching joint initiatives, and further consolidating mutual trust between the two countries.

Following this, Yin Xiaomeng, Director of the China Center for the Development of Small and Medium-Sized Enterprises, and other official representatives highlighted the strategic importance of cooperation between Azerbaijan and China in innovation and AI, and assessed the future prospects of joint initiatives in this area.

Lan Feng, Chief Executive Officer of Beijing Blue Satellite Communication Technology Co., Ltd., delivered a presentation titled “AI-Based Healthcare Solutions in the Chinese Experience.” He provided an overview of the company’s technological innovations in telemedicine and AI-powered digital healthcare, including smart medical monitoring, preliminary diagnostics, automated interpretation of medical images, quality control of medical reporting, early warning mechanisms, and solutions ensuring uninterrupted communication during emergencies.
