Vusal Gasimli met with representatives of the Vietnamese Institute of Political Management and Development Strategy

Professor Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), received a delegation from the Institute for Political Administration and Development Strategy (IPADS) of Vietnam. The meeting was attended by Ms. Le Nguyen Thien Nga, Director of IPADS, and Mr. Nguyen Xuan Quynh, representative of the “Hanoi UNESCO” Travel Club.

Vusal Gasimli emphasized the importance of expanding cooperation between Vietnam and Azerbaijan, taking into account Vietnam’s successful economic policy in the region and the development trajectory of the Azerbaijani economy. He provided insights into the key objectives outlined in the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026” and the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan.” He informed the guests about the infrastructure development and establishment of green zones in the Karabakh and Eastern Zangezur economic regions. Furthermore, Gasimli highlighted the digital platforms established for the monitoring and evaluation of state programs—namely, www.azerbaijan2030.gov.az and www.boyukqayidish.gov.az—and elaborated on the integration of artificial intelligence and the effective processing of large-scale data within these systems. He noted that CAERC’s achievements in the field of monitoring and evaluation have garnered significant interest from Central Asian countries and that efforts are underway to establish cooperation in these areas.

Ms. Le Nguyen Thien Nga noted that she serves as the project leader of the national initiative “From Policy to Practice” and expressed IPADS’s intention to expand collaboration with CAERC. She emphasized their interest in joint activities related to the integration of artificial intelligence, monitoring and evaluation of state programs, conducting mutual seminars, preparing analytical reports, and developing joint research projects.

Subsequently, Gultaj Ahmadzada-Tapdiqzada, Senior Advisor at CAERC’s Department for Monitoring and Evaluation, delivered a presentation on the monitoring and evaluation of state programs using the www.boyukqayidish.gov.az platform as a case study. She provided detailed information on the methodologies applied to assess the implementation status of the programs and to enhance their effectiveness, as well as the strategic directions of the projects.

The representatives of the Institute for Political Administration and Development Strategy expressed their interest in learning from Azerbaijan’s experience in state program management, particularly in the areas of monitoring and evaluation.

Ms. Le Nguyen Thien Nga and Mr. Nguyen Xuan Quynh also shared their views on the importance of strengthening bilateral relations and deepening mutual cooperation between the two countries.

The meeting was also attended by Rashad Najafli, Senior Advisor at CAERC’s Department for Economic Analysis, and Qurban Rzayev, Leading Advisor at the Department for Monitoring and Evaluation.
