Dr. Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC) and Professor of Economics, Delivered a Keynote Presentation at the \u201cHuman\u2011Algorithm Interaction Workshop\u201d Held at the University of Oxford<\/p>\n

Professor Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), participated as a speaker at the \u201cHuman\u2011Algorithm Interaction Workshop\u201d hosted by the University of Oxford. The event brought together renowned professors from leading global universities, representatives of international companies specializing in digital technologies and artificial intelligence, as well as expert mentors.<\/p>\n

Professor Gasimli delivered a presentation titled \u201cApplication of Artificial Intelligence in the Management of Government Programs: The Case of Azerbaijan.\u201d In his talk, he provided an overview of the institutional framework for managing government programs in Azerbaijan, the digitalized monitoring and evaluation system, and the \u201cProject Management\u201d module developed by CAERC. He also discussed the dynamic interaction between human decisions and algorithmic systems within the context of public administration and institutional governance.<\/p>\n

He emphasized that government programs in Azerbaijan are developed in a systematic manner, approved by Presidential Decrees, and supported by results-based management mechanisms. CAERC plays a central role in coordinating these efforts. Monitoring and evaluation of program implementation are conducted using modern digital tools, with data collected and analyzed electronically. The functionality of the digital portals developed by CAERC\u2014offering real-time data flow, interactive reporting, and live tracking\u2014sparked considerable interest among conference participants.<\/p>\n

The presentation also featured discussions on digitalized monitoring systems, artificial intelligence solutions used in the \u201cGreat Return\u201d and \u201cAzerbaijan 2030\u201d portals, and strategic approaches based on the \u201cCyborg and Centaur\u201d models. The international awards received by CAERC and Azerbaijan’s leadership in digital governance and innovation were also highlighted.<\/p>\n

The three-day conference, held at Oxford University\u2019s Sa\u00efd Business School, aimed to explore human-algorithm interaction in the contexts of business, government, and society, with a focus on ethical frameworks, innovation, and the social impact of artificial intelligence.<\/p>\n

Distinguished participants included professors from the University of Oxford, leading AI researchers, representatives from organizations such as PwC, Colt Technology, RAKBANK, Durham University, and TU Munich, as well as editors of top academic journals.<\/p>\n

The \u201cHuman-Algorithm Interaction Workshop 2025\u201d serves as an international platform promoting the socially responsible and ethical development of artificial intelligence. Organizers announced plans to expand the initiative in future years and further strengthen academic and technological collaboration.<\/p>\n
